A Vietnamese national convicted of attempting to murder a police officer in 1989 has finally been deported after remaining in the United States for more than 15 years due to diplomatic obstacles that prevented his removal. The arrest marks a significant policy shift under the Trump administration’s enforcement approach.
Decades-Long Immigration Case Resolved
Dinh Quy Nguyen was arrested by Immigration and Customs Enforcement agents in Houston on May 5, 2026. He was originally convicted of attempted capital murder of a police officer and burglary on June 28, 1989. An immigration judge ordered his deportation in December 1997, a decision affirmed by the Board of Immigration Appeals in May 1998. Despite these orders, Nguyen remained in the country because Vietnam refused to accept his repatriation.
After being taken into ICE custody in 2011, Nguyen was released and allowed to roam free in our communities due to a previous
After serving his criminal sentence, Nguyen was transferred to ICE custody on March 17, 2011. However, he was released just three months later when Vietnam declined to take him back. His case fell under a previous agreement that prevented the deportation of Vietnamese citizens who arrived in America before July 12, 1995. Nguyen entered the United States on December 15, 1977, making him effectively untouchable under that policy framework.
Policy Changes Enable Enforcement
Acting Assistant Secretary Lauren Bis emphasized the significance of the arrest during National Police Week. She stated that the removal demonstrates the administration’s commitment to protecting American communities from criminal offenders. Under President Trump and Homeland Security Secretary Markwayne Mullin, enforcement officials say they are dismantling longstanding diplomatic barriers that previously prevented the deportation of foreign nationals with serious criminal convictions. The Department of Homeland Security describes this as part of a broader initiative to ensure convicted criminals cannot remain in the country due to diplomatic technicalities.
What Comes Next
Nguyen is currently detained at the Montgomery Processing Center in Conroe, Texas, awaiting his removal to Vietnam. His nearly five-decade presence in the United States ended with his May arrest, resolving a case that had remained in limbo for 15 years. Immigration officials say the successful deportation demonstrates renewed cooperation with foreign governments on repatriation matters. The case highlights ongoing debates about immigration enforcement priorities and the balance between diplomatic agreements and public safety concerns.
